OpenAI announced a $20 billion, 3.2-gigawatt data center campus, “Project Camellia,” at the Savannah Gateway Industrial Hub in Effingham County, Georgia, opening in phases from 2028. It’s the company’s first facility as principal designer and builder rather than leased cloud capacity, expected to create about 400 long-term jobs alongside $80 million pledged for local schools, healthcare, and workforce training.
